NC IBIS Access
To gain access to NC IBIS, you will need to contact your agency's NC IBIS license coordinator. Provide your coordinator with your NCID (North Carolina Identity Management) User ID and email address.

Contact OSBM
End user support for IBIS is provided using a tiered approach, as follows:
Level 1 - Your first point of contact for assistance with IBIS is your agency/university Budget Analyst. Feel free to call your analyst directly with questions or system issues. If you prefer to send an email, please provide detailed information in the email, such as screen shots and exact verbiage of system messages.
Level 2 - Your Budget Analyst may escalate your question or issue to the IBIS Support Team. If your original contact was by email, the email will be forwarded to IBIS Support.
If you have an urgent issue, and are unable to reach your agency’s OSBM Budget Analyst, you may also enter an IBIS support ticket directly by using this form: https://bit.ly/IBISHelp. This form will walk you through the details needed for the issue report so that all information is collected up-front, minimizing back-and-forth delays in email. It will also send a copy of your issue to your OSBM Budget Analyst.
It's important to include the specific details about the issue. Please include information such as Budget Code, Budget Fund, Account Code, etc. A screenshot with the problem highlighted also helps us quickly focus on the location and nature of the issue.
The IBIS Support team will work to answer your question or resolve the issue and will contact you with the resolution as quickly as possible. Help desk support hours of operation are 8:00am – 5:00pm, Monday through Friday.
Level 3 - The IBIS Support team may escalate questions or issues of a more complicated nature to the IBIS Technical Team. These issues will be tracked in an internal ticketing system and will be managed and prioritized according to urgency and impact. A member of the IBIS Support team may contact your for additional information to help in resolving the problem. The IBIS Support team will include this and other information collected in the email in the associated ticket. You will be kept informed regarding the status of your issue and contacted with the resolution.
NCID
IBIS requires users to have NCID (North Carolina Identity Management) credentials. The Office of State Budget Management is not able to reset passwords or unlock NCID accounts. However, each agency has one or more NCID Administrators who can assist you. Please refer to the links below for information about NCID.

Hours of Operation
IBIS will be available 7 days a week, 24 hours a day, with the exception of maintenance windows from 6:00 pm - 8:00 pm on Thursdays and 12:00 pm - 4:00 pm on Sundays. Help desk support hours of operation are 8:00 am - 5:00 pm, Monday through Friday.
