National Financial Accounting Foundation Names OSBM's Baldwin to Advisory Council

The Board of Trustees of the Financial Accounting Foundation (FAF) announced OSBM's Barbara Baldwin, CPA and Executive Director the Council of Internal Auditing, will serve on the Governmental Accounting Standards Advisory Council (GASAC). She represents the National Association of State Budget Officers (NASBO). Her term began March 1, 2025.

Ms. Baldwin is the Executive Director of the Council of Internal Auditing  and the Internal Audit Director for OSBM. She has worked in state government for over three decades and is a seasoned expert in audit and financial management. Ms. Baldwin, overseas and provides strategic guidance to internal audit functions across state government, ensuring adherence to the state’s internal audit mandates.

"I'm looking forward to working with the GASAC, offering my expertise and exploring refinements to government accounting standards," Ms. Baldwin said. 

“The Board of Trustees is pleased to have Ms. Baldwin join the GASAC,” said Edward C. Bernard, chair of the FAF Board of Trustees. “Her background, having served multiple state governments providing audits, and both financial and investigative reviews will bring a unique perspective to the discussions.”

The GASAC advises the Governmental Accounting Standards Board (GASB) on strategic and technical issues, project priorities, and other matters that affect standards setting. Members of the GASAC are responsible for consulting with the GASB on technical issues on the Board's agenda, project priorities, matters likely to require the attention of the GASB, selection and organization of Task Forces, and such other matters as may be requested by the GASB or its chair.

Ms. Baldwin will serve a two-year term with eligiblity for two reappointments. 

The Financial Accounting Foundation (FAF) is an independent, private-sector, not-for-profit organization. Its Board of Trustees is responsible for the oversight, administration, financing, and appointment of the Financial Accounting Standards Board (FASB) and the Governmental Accounting Standards Board (GASB). The FASB and GASB establish and improve financial accounting and reporting standards—known as Generally Accepted Accounting Principles, or GAAP—for public and private companies, not-for-profit organizations, and state and local governments in the United States.
