Charlie Perusse, State Budget Director of North Carolina, has been recognized for his years of service promoting performance-based, results-driven management in government with the “2020 Harry Hatry Distinguished Performance Management Practice Award.” The award was presented by The American Society of Public Administration’s Center for Accountability and Performance (CAP).
Since 1999 the Harry Hatry Distinguished Performance Management Practice Award has gone to an individual who has spent the bulk of his or her career in public service and demonstrated sustained contributions to their field. Mr. Perusse was selected from a field of public administration and nonprofit leaders from across the nation because of his work throughout his 25-year career to advance the use of performance management in government.
“Charlie has been a longtime champion of using performance information to inform decision-making as well as to ensure accountability for results.” said John Kamensky, Senior Fellow at the IBM Center for The Business of Government and CAP Board Member. “He created a team to develop a strategy to advance the use of performance management practice in state agencies. These initiatives have ranked North Carolina as one of the top states in performance information.”
“I’m honored and humbled to be the 2020 recipient of the Harry Hatry Distinguished Performance Management Award. I’ve been very fortunate to hold leadership roles for the last 20 plus years where my sole goal was for me and my team to make a difference for taxpayers and the people we serve,” said Mr. Perusse.
“Through budget challenges and now a pandemic, I am grateful for Charlie's leadership. He relies on data-based decision-making to improve how state government functions, but his focus never wavers from ensuring people get state services and taxpayers get their money's worth," said Governor Roy Cooper.
In its virtual awards program the organization also presented the “Joseph Wholey Award” to Professor David Ammons, of the University of North Carolina-Chapel Hill, and the “Organizational Leadership Award” to the City of Asheville, North Carolina. In an extraordinary outcome for to the CAP awards program, all three 2020 award recipients came from a single state.
“You must be doing something right in this field in North Carolina,” commented CAP Executive Director Curt Marshall.
Charlie Perusse was appointed State Budget Director in 2017 by Governor Roy Cooper. It is his second stint as State Budget Director, returning to the state budget office after six years serving as the Senior Vice President and Chief Operating Officer of the University of North Carolina System. During his current administration the Office of State Budget & Management has undertaken multiple initiatives to implement performance management framework in state government, including partnering with the Pew-MacArthur Results First Initiative, funding for evidence-based program evaluation, and creating the Governor’s Advisory Committee on Performance Management.
The Center for Accountability and Performance (CAP) was established in 1996 by the American Society for Public Administration (ASPA) to improve the practice of public service by helping public administration and nonprofit professionals acquire the knowledge, technical skills and resources necessary to successfully manage for results.
